Regular Board Meeting

January 27, 2003 – 7:00 p.m.

The following is provided as an unofficial summary of the above dated meeting of the Hardy County Board of Education. SUMMARY

The highlight of the meeting was recognition of outstanding student achievement in writing. All students who scored 3.5 or above in the State Writing Assessment and all county winners of the Character Education Essays were invited, along with their parents. Students received a medal and certificate in recognition.

The Board continued to review the options with regard to running another Building Bond election. After consideration of options, the Board approved the tentative date of the first week in October to re-run the Bond. The support and urging of parents was instrumental in the Board’s decision.

The Board received an update on the State and County financial status. Since the last meeting it has been determined that Step 6 of the formula will not likely be reduced. There are also efforts in the legislature to restore additional increased enrollment funding. A review of the budget status of the County shows that through the allocation of tax revenue, received state funds, and realignment of budget areas, the County is projected to end the year within the budget and without a deficit. Concern continues regarding increased utility costs and unforeseen maintenance needs. The following budget guidelines were approved for the remainder of the year:

Ø Reduce all open purchase orders in order to provide day-to-day monitoring.

Ø Restrict non-reimbursed professional leave and travel.

Ø Limit out-of-state reimbursement for trips/contests to $500 limit.

Ø Restrict maintenance to correction of state regulatory agency requirements and essential repairs.

The Board approved Mrs. Phyllis Cook as the representative of the Hardy County Board of Education on the Hardy County Library Commission.

Directed that Mr. John Hough, RESAVIII Director, be scheduled for February for his annual report to the Board.

Discussed the annual Board Retreat and the value of the sessions, especially the joint meeting with Mineral County to review No Child Left Behind.

Approved the change in the School Calendar to address making up of snow days – June 4^th, 5^th, 6^th, and 9^th will now be instructional days, with the Faculty Senate moved to June 9^th.

Denied a leave of absence request due to no provision in policy to cover this request.

Accepted the following resignations:

Marion Marshall – effective June 11, 2003, due to retirement
Tammy Davy – effective immediately
Amy Halterman – ESL instructor

Approved the following postings:

Part-time ESL Instructor
½ Time Cook at MMS

The following Mission Statement / Positives were presented:

All Board members shared positives regarding the recent retreat and its value.

All Board members shared positives regarding the recognition of students and commended the students, teachers, and parents for their commitment.

Mr. Park and Mr. Pack: Thanked the parents at MES for meeting with them and support for running another Building Bond.

Mrs. Hammer: Commended the Board members for their work during the Board Retreat.

Mr. Whetzel: Commended Mrs. Burgess for her work on the Budget and efforts to provide timely and accurate information. Thanked all custodians and maintenance for their efforts in keeping the buildings in operation and the Bus Drivers for their efforts during the recent cold weather.

The next meeting of the Hardy County Board of Education will be a regular meeting on February 10^th, 7:00 p. m. at the Hardy County Board of Education Offices.
