Regular School Board Meeting

April 5, 2004 – 7:00 p.m.

SUMMARY

 

The meeting began with several presentations:

·        MMS:  Mrs. Garrett and Ms. Whitecotton presented an overview of the efforts being taken to address USIP goals. An extensive list of projects, training, and activities were reviewed.  Mrs. Whitecotton presented request from the LSIC.

·        UCIP: Mrs. Hammer presented an overview of the UCIP goals for Hardy County Schools and the efforts to address these.  In addition, she presented information on the revised Programs of Study for secondary schools.

 

The Board expressed commendation for their excellent work and the success they are achieving.

 

Mr. Jeff Brown, representing Casto-Technical, presented a proposal regarding replacement, upgrading, and service agreements for HVAC.  Extensive review and discussion of the options was conducted.  The Board approved the basic proposal for MHS, EHHS, EHEM, and MMS for a lease purchase agreement for ten years.  This will include two years of full maintenance.  Continuation of the maintenance agreements will then be reviewed.  The Board also authorized a review of the existing lease agreements to determine if better rates can be achieved through refinancing.

 

 The Board reviewed the entire budget proposal for 2004-2005.  With the addition of the expenditures for the new lease purchase, the projected budget will require approximately $500,000 in additional funds.  This is largely impacted due to the requirement to add additional staff for which State reimbursement is not available until the following year. It is anticipated that with careful management this amount can be achieved through increased tax values and allocation of other funding sources.  The budget presented does show a balanced budget for the year.

 

In other actions:

 

Ψ      The Board discussed options for the annual audit and agreed to review proposals from both private accounting firms and the State auditors.

 

Ψ      The Board was informed that the SBA rejected the MIP project for MES.

 

Ψ      The Board approved, as submitted, all polices that have gone through a second reading.  Polices for a first reading will be held until the next meeting.

 

Ψ      The Board approved mowing bids for MES, MHS, and MMS.

 

Ψ      Discussion was held on the spring Teleconference to be conducted by the WVSBA.

 

Ψ      The Board reviewed a request for a middle school track program.  They requested that additional information be provided.

 

Ψ      The Board affirmed the guidelines for the 2004-2005 school calendar.  They are the same as in previous years.
