Regular School Board Meeting
October 10, 2005

The following is provided as an unofficial summary of the above dated meeting of the Hardy County Board of Education. SUMMARY
The meeting began with the EHHS choir presenting several selections. These were well received and the work of Mr. Thompson and his Choir was commended. Mrs. Debbie Branson, Hardy County Teacher of the Year, spoke to the Board regarding this selection and her philosophy and approach to teaching. The Board commended her for her achievement and caring for students in major actions.
The Hardy County Schools Five-Year Strategic Plan was presented. The plan reflects over 16 months of work and included numerous educators, parents and community members. The Board approved the plan and commended everyone for his or her work.
An update was provided on the air-conditioning at MHS. Included was information on the status of work orders, what would be necessary to produce a history of temperatures and the work planned by Casto Technical. The Board was informed that Casto Technical would be in the county the week of October 17th to conduct an energy audit of schools and examine the electrical service at MHS. They would be scheduled for a future Board meeting to present the findings.
The Board again reviewed the bids for the Bus Shelter Evacuation. It was requested that no work proceed until a full set of specifications for the entire project could be secured.
Student suspension notices were reviewed. It was agreed to request the principals to review these to determine if consistency in presenting the information could be addressed.
The Board reviewed Policy BDG Public Participation in Board Meetings and requested securing of information from other counties and the WVSBA regarding procedures for allowing public recordings of meetings.
Bus Maintenance bids was reviewed and it was agreed to withdraw this request.
It was requested to insure that the billing of Largent roofing for damages included full cost of personnel and materials.
Discussion was held on several items related to Board Meetings. Future meetings shall not contain the sections “Additional Agenda Items” but will include future agenda items; the Board is to review the policies related to releasing of Board Minutes prior to the official meeting.
Public Comment:
Larry Salyers:
· Reported on contact with Ethics Commission and procedures for addressing public recording of Board Meetings and release of Board Minutes.
· Inquired as to the status of the legislative grant for MHS and was informed of the process for ordering items.
· Inquired as to the availability of temperature information from the heating system.
· Inquired as to the gas leak at MHS and was informed that it was immediately addressed and secured. Safety precautions are being put into place.
Steve Gapp:
· Inquired regarding the qualifications needed for a Maintenance Director and would like to see a job description.
· Expressed reservations regarding the actions of the Board.

Mission
Statement Accomplishments:
Mr. Williams - Commended EHEMS for its work in Reading First and securing the additional grant for it’s continuing.
Mr. Funkhouser - Thanked everyone involved in the development of the school system Five Year Plan.
Mr. Fertig: Commended the EHHS Choir, they did an excellent job. Camp Healthy Choices, MMS, was a great success. Noted the excellent MHS Homecoming Dance sponsored by the Junior Class.
Mr. Pack - Noted how well the facilities looked at EHHS, the custodians are doing a great job.
Mr. Park - Noted that the Agricultural Leadership Contest for the state had participants from MMS, MHS and EHHS. They did very well in the competitions.
Mrs. Hammer - Commended the new personnel at the Board Office, they have done a great job.
Mrs. Whitecotton - Commended Veeta Burgess, Finance Officer, for her excellent work in assisting with the development of the budget for the Five Year Plan.
Mr. Whetzel - Commended the school principals for their work on the individual schools Five Year Plan. They are working hard to address the needs for increasing students achievement.
The next meeting of the Hardy County Board of Education is scheduled for October 17, 2005 at Moorefield High School.
