provided as an unofficial summary of the above dated meeting of the Hardy County
Board of Education. Official copies

SUMMARY
The meeting began
with Dr. Alfred Hoffman, the new President of Eastern West Virginia Community
and Technical College, meeting with the Board.
He reviewed his vision for the college and the commitment to work with
secondary school system. The Board
welcomed him.
Ms. Barbara
Whitecotton presented information on student achievement.
Westest results showed improvement in all areas and scores at or above
the state level. Writing assessment
scores showed scores at or above the state level and ACT scores showed scores at
the state level and an increase over the past five years that has been greater
than the state. Four schools made
AYP. The revised due dates for the
five year plan were presented.
The Board reviewed
the SBA Needs Project for a new intermediate school.
As a result they approved:
- Allocating excess Bond funds of
$228,807.00 as a match for the project
- Proceeding with securing
architect services for a Canopy and doors at MMS as
funded through a legislative allocation.
The
proposal for the new school is projected to cost, based upon SBA formula,
$6,532,000.
In other actions:
- Approved
the Business CSO’s for MHS
- Changed
the dated of the next Board meeting to October 10th.
- Received
a report on the fall training conference from members who attended the WVSBA
training.
- Were
notified of the State Board visit schedule for May 10th and 11th.
- Approved
the request for a surplus sale of archery equipment from MHS.
- Reviewed
the bids for site work for the bus shelter and requested additional
information
- Approved
the extension of the lease for the Lost City School for one year
- Approved
student transfers
Discussed the study to be done at MHS
for electrical service for air conditioning
Public Comment:
Larry Salyers
commented on the following:
- Inquired
on the warranty work on the roof at MES.
Was informed that it is a 15 year warranty and that the damage done
to the wiring is under review.
- Inquired
as to the payment for the attorney at the last Board meeting.
Was
informed that it was
not a Board expense.
- Presented the Board with
information from the WV Ethics commission on open meeting law.
Was again informed that the Board was aware of policies and was in
compliance with all requirements.
- Inquired
as to the procedures followed in hiring principals.
- Request
that the Board have a new total audit of the entire school system.
- Commented
that the Moorefield Examiner did not report all of details of the Board
Meetings and the Board Minutes.
- Inquired
if Board meetings were recorded. Was
informed that this was not permitted under current Board Policy.
This would be received at the next meeting.
- Inquired
as to the status of HVAC at Moorefield High School.
Was informed that the specific problem he identified from last week
was corrected within three hours and information would be gathered on other
items. He suggested that the current company be replaced if
they are not doing their job.
Mr. Salyers and
Mr. Steve Gapp requested information on the qualifications required to be a
Maintenance Director. Was informed that the Director of Administrative Programs
oversees the work of the Maintenance Department as a part of his overall
administrative responsibilities.

- Mr.
Funkhouser: Commended Ms.
Whitecotton for her work in the area of School Improvement
- Mr.
Fertig: Noted the excellent
article in the Cumberland Times on the High Schools of Excellence and the
recognition specifically given to EHHS and Debbie Branson as Teacher of the
Year.
- Mr.
Pack: Reported that the WVSBA
provided another excellent conference.
They do a great job in training Board members.
- Mr.
Park: Thanked the staff for the
excellent information on test results.
Noted that the Vo-Ag teachers will be taking a large number of
students to WVU for Leadership Training.
- Mrs.
Whitecotton: Commended all
school administrators for their work on school improvement.
They are showing real leadership in this area.
- Mr.
Whetzel: Commented on the
success of the students of Hardy County.
As the expectations for increased student achievement is raising
expectations our students are meeting the challenge.
The next meeting
of the Hardy County Board of Education is scheduled for October 10, 2005 at East
Hardy High School.
