Regular School Board Meeting

SUMMARY

 

The Moorefield High School, Moorefield Middle School and Moorefield Elementary Schools’ LSICs made their annual presentation to the Board.  Included in the presentation was information on their school goals to meet student achievement requirements under NCLB, activities and success.  Schools were able to also present items for the Board to consider for the future.  Appreciation was extended by the Board for their hard work.

 

Dave Workman, representing Hardy County Extension Service, provided the annual update to the Board.  Included on the presentation was a budget supplement request for the Board to consider in the preparations of the annual budget.

 

The Board met with Greg Williamson of Williamson, Shriver Architects to review and approve the Architectural Fee Proposal for services to for the new Moorefield Intermediate School.

 

The Board reviewed the proposed revisions to Policy EBA – Building Cleaning/Maintenance Programs.  It was determined that the present policy will be maintained.

 

Information was provided to the Board on the scope, requirements, dates and possible revenues for an excess levy.

 

Information on the school calendar was provided as to changes due to loss days.

 

Summit Insurance was selected as the Hardy County Agent of Record for the West Virginia Board of Risk.

 

Max Park agreed to accept appointment as the Board Representative for the Hardy County Schools Technical (vocational) committee.

 

The Board was informed that Mr. Liller is in the process of reviewing the electrical service at Moorefield High School and is consulting with an electrical inspector.

 

The Board approved the Proposed Levy Rate as set by State Law.

 

An update on the fiscal condition of the county was provided.  The key points included:  Projection to end the year in the black, enrollment is projected to remain steady or decrease slightly, in order to not go additionally over formula for personnel it may be necessary not to refill or eliminate certain positions.

 

Public Comments:

 

?          Larry Salyers began presenting information on an employee issue and was informed that this was a personnel matter that would be addressed by the Board in Executive Session.  Addressed the Board with regard to their role as Board Members.

 

?          Matt Gapp referred comments at the last meeting regarding the nature of public comments and his prerogative to address the Board.

 

?          Steve Gapp inquired as to the status of roofs in Hardy County Schools and the need for someone to watch over the construction of the new Intermediate School.  Referred to articles he has read from the Pendleton Times.

 

?          Leon Franklin addressed the Board with regards to the need for a Head Teacher at East Hardy Early Middle School next year.

 

?          Brian Powell inquired as to when he will have restrictions changed so that he may be on school grounds without prior approval.

 

The Board met in executive session to review a disciplinary matter regarding a school employee.

 

A personnel hearing was held for Mr. Brad Simmons who had received notification that he would be recommended for Reduction in Force as he was employed for the 2005-2006 school year to fill a one-year position as Head Teacher at EHHS.

?          Custodian I – EHEMS – ½ time – evening shift beginning at 6:00p.m. until 9:29p.m. – 200 day employment

?          Athletic Director – assigned with ½ time teaching position – MHS – base pay of $1800 + 4% of base salary and three additional days of employment

?          Athletic Trainer – EHHS – this extracurricular position does not require, or include, a regular employment position; however, preference is given to those individuals with a professional educator’s certification.

 

Continued Posting:  Service Personnel for the 2005-2006 school year:

?          Bus Operator/Mechanic (2nd position) position only open to currently employed bus operator of Hardy County Schools as this is a reclassification of a current position.  210 day contract – Salary Classification F

 

Continued Postings:  Professional Educators for the 2005-2006 school year:

All positions, though filled with Long Term Substitutes, must remain open, and filled, at end of semester when a certified/qualified applicant applies due to highly qualified teacher requirements of NCLB.

Mission Statement Accomplishments:

 

Mr. Red Funkhouser commended each of the Moorefield Schools LSIC’s for their excellent presentations;

 

Mrs. Dixie Bean commended Sylvia Lipscomb for placing 7th in the state FBLS competition;

 

Mr. Philip Fertig thanked Deputy Ward for his work – he is a great asset to the school system;

 

Mr. Ken Pack thanked Greg Riggleman, Donnie Coby and Paul Keplinger, and everyone else, for the work they have done for the bleachers at Moorefield Middle School;

 

Mr. Max Park commended the FFA’s for their work on the Ham, Bacon and Egg show.  Thanked the judges and others for their efforts – a real community effort;

 

Ms. Barbara Whitecotton thanked the teaching and administrative staff for their work on the curriculum mapper program.  Commended the cooks for their work on new nutritional standards and development of new menus;

 

Mrs. Sharon Hammer commended Steven White and John Brennskag for their success at the regional science fair and wished them well in state competition;

 

Mr. Ronald Whetzel noted that any visitor to the Board Meetings over the past two weeks has to be impressed with the student achievement goals, activities and successes that are being accomplished in Hardy County Schools.  We are truly “Helping Children Succeed.”

 

The next regular meeting of the Hardy County Board of Education is scheduled for April 3, 2006 at the Hardy County Board of Education Office.  Their will be a Special Meeting held on March 27, 2006 at 7:00p.m. - Hardy County Board of Education Office, to conduct an employee hearing to address a RIF notification.
