The following is provided as an unofficial summary of the above dated meeting of the Hardy County Board of Education. SUMMARY
Presentations:
¬ Deputy Brian Ward, School Resource Officer, presented to the Board an update on the activities being conducted. Included was information on the police training at school sites, education programs for students, involvement of other law enforcement officers, and student advisory committees. The Board extended appreciation to Officer Ward for his continuing efforts.
School Improvement Presentations:
¬ Ms. Barbara Whitecotton began the Board book study on Differentiating Instruction in the regular classroom by Diane Heacox, Ed. D. The Board reviewed the first two chapters and engaged in discussion as to the concept and purpose of Differentiated Instruction.
¬ Mrs. Sharon Hammer presented information on the state and county efforts to provide Highly Qualified Teachers and the alternate routes that exist for certification. Included was discussion on means to assist in recruitment of teachers to Hardy County.
In Other Actions:
¬ Mr. Lucus See, Prosecuting Attorney for Hardy County, met with the Board to review the bidding for propane fuel and the bidding process that was followed. He advised, based on consultation with a Bowles Rice attorney, review of the Board meeting recordings, and all documentation, that the process was followed as established by the state and advised that the procedures require that the lowest bidder receive the bid. The Board moved to accept the lowest bid from Holtzman Oil.
¬ Mrs. Beverly Coppe and Mr. Ronald Whetzel presented an update on the Moorefield Intermediate School project. The Board reviewed the revised interior plans, was given information on the establishment of an address for the school, and informed the Board that the next meeting of the MIS Steering Committee was scheduled for Tuesday, October 3, 2006. This meeting will primarily address the actual site location. In addition, the architects will be meeting with groups of professional and service personnel to begin discussion on equipment and furnishing layouts.
¬ The Board reviewed and established a suggested Board Meeting schedule through February 2007.
¬ A review of the Durgon School property lease was conducted.
¬ Superintendents Goal #4 was reviewed and approved.
¬ Mrs. Margaret Schriver and Mr. Max Park provided information on the recent WVSBA Training and Conference.
¬ The Food Service Program was reviewed. The Board approved revising the PreK-2 program to full service (providing all meal components to all students), proving the offer option for grades 3-12. Parents have the option of requesting a full meal for their child. Recommendations were based on the preferences of each schools cafeteria manager and principal. Discussion was held on federal and state requirements on nutrition and serving portion standards and the providing of salad/fruit bars that students may have as much as they like.
¬ The Board received a preliminary report on the fiscal audit for 2005-2006. There were no findings against the Board and only a few recommendations for the individual schools.
Public Comments:
¬ Mr. Larry Salyers commented on the Special Session meeting addressing the Superintendents goals. Addressed reviewing of the state law book.
¬ Mr. Steve Gapp addressed the working of the Board, maintenance issues and food service concerns.
¬ Mr. Butch McNeil, on behalf of the Bus Operators, requested the Board to adopt a policy that would provide additional pay for bus operators for any trips taken between their morning and afternoon run.

¬ Stephanie Armentrout, Joy Coby, Susan Garrett, Deanna Shirk, Stephanie Simmons and Scott Stutler – After school program at MMS, beginning September 26 – November 29, 2006 for 1.5 hours per day, three times a week at $20.00 per hour. Funding provided through Title I School Improvement.
¬ Ann Hodges, Henry Hodges, Michelle Holstein, Deb Hubbard and Melody Leatherman – After school program at EHEMS, beginning October 1, 2006 – May 15, 2007, for 1.5 hours per day, three times a week at $20.00 per hour. Funds provided through Title I School Improvement monies and Reading First monies.
¬ Lea Whetzel – to teach Migrant children in After school program at MMS, beginning October 2, 2006 for six weeks for two semesters, 1.5 hours a day, three times a week at $20.00 per hour. Funds provided through Federal Migrant monies.
¬ J.J. Butts, Billie Jo Crigler, Allen Davy, Jane Stein, Amy Welton – to teach Migrant children in After school program at MES, beginning October 2, 2006 for six weeks for two semesters, 1.5 hours a day, three times a week at $20.00 per hour. Funds provided through Federal Migrant monies.
¬ Chris Keckley – ESL/Teacher to teach Migrant children in After school program at MES, beginning October 2, 2006 for six weeks for two semesters, 1.5 hours a day, three times a week at $20.00 per hour. Funds provided through Federal Migrant monies.
¬ Janet Weatherholt – to teach Migrant children in After school program at MES, beginning October 2, 2006 for six weeks for two semesters, ¾ hours a day, three times a week at $20.00 per hour. Funds provided through Federal Migrant monies.
¬ Kathy Hardy – Teach/Direct program for Migrant children in After school program at MES, beginning October 2, 2006 for six weeks for two semesters, 1.5 hours a day, three times a week at $20.00 per hour. Funds provided through Federal Migrant monies.

¬ Parent Liaison to Parent/Teacher Resource Center – This individual will work with a Teacher Educator to Staff the Center. Job requires a high school diploma and reference check. Must be a parent of a Special Education student in Hardy County Schools. Also this individual must be willing to work evenings and possibly weekends. Skills needed include the need to speak to large groups of individuals. Ability to speak in Spanish preferred. Work time is up to 20 hours weekly at $20.00 per hour. Hours vary weekly.
The following positions are only posted until October 2, 2006 due to the necessity to fill
¬ Extra Duty Mid-Day Bus Run – to SBVCTC from Moorefield High and return $3500.00 per year.
¬ After School Program – Two (2) additional teachers to teach Migrant children in After school program at MES, beginning October 2, 2006 for six weeks for two semesters, 1.5 hours a day, three times a week at $20.00 per hour. Preference given to teachers at MES. Funds provided through Federal Migrant monies.

No fringe benefits or seniority attached to this position. Up to 18 hours per week at $20.00 per hour for 42 weeks. One year only.

Mission Statement Accomplishments:
¬ Mr. Ray Funkhouser congratulated Moorefield High School for their victory in football, keep up the good work.
¬ Mr. Max Park noted that the Moorefield Middle School had held their annual Camp Healthy Choices, what a great opportunity for students.
¬ Mr. Rick Perkins commented on his wife, JoAnne Perkins, substituting for English at Moorefield High School and how much she has enjoyed the experience and the different perspectives.
¬ Mrs. Margaret Shriver commended the collaboration between the MIS Projects and the Staff and Community.
¬ Mrs. Sharon Hammer commended the School Board Office Staff and School Office Staff for all their hard work in getting together the information for the first month report.
¬ Ms. Barbara Whitecotton reported on the Moorefield Middle School and East Hardy Early Middle School teams that went for training in Charleston, West Virginia, great job in addressing requirements of NCLB.
¬ Mr. Ronald Whetzel commended Mrs. Margaret Shriver and Mr. Max Park for their participation and representation of Hardy County at the WVSBA Conference.
The next regular meeting of the Hardy County Board of Education is scheduled for 7:00 p.m. at the Hardy County Board of Education Offices on October 2, 2006.
