Reconvened and Regular School Board Meeting

April 15, 2008

SUMMARY

 

The meeting began by reconvening the March 17, 2008 Board meeting, as required by State code, and the Levy rate was approved.

 

The regular meeting was then called to order.

 

Presentations:

 

Mr. Howard O’Cull, Executive Director of the West Virgina School Board Association, presented Mr. Ray Funkhouser with a plaque in recognition of his 38 years of service as a Board of Education member.  This is the longest term of service in the State.  The Board congratulated him for his service to the students.

 

Dr. John Hough, RESA VIII, presented his annual update to the Board.  Included was the description of the services provided by RESA and the number of initiatives that are being worked with in Hardy County.  He commended the County for our leadership, innovation and success in addressing student achievement, staff training and utilization of technology.

 

Mr. Rob Jones of Hamer Pellet Company presented to the Board information on the use of wood pellets as an alternative to current fuel usage and the long term savings that may be secured.

 

In Other Actions:

 

School Budget 2008-2009 – Information was provided on the effects of the new state funding formula.  Included was a two year and three year plan for addressing the Budget Deficit.  The Board approved the three year plan which included:

 

·         Hardy County is currently under the allowed professional personnel for the next year by six positions;

·         Three professional positions will be moved from State/Federal projects to the General fund.  This will permit the savings to be used to help address the deficit;

·         Three professional positions may be posted for the school system to address student needs.


With the above actions, it would be anticipated that anyone currently on the RIF list would have the opportunity to be removed or bid into a new position.  No final action on the above can be taken until the Budget is finalized and all transfers have been addressed.

The Board approved the dedication of the Moorefield High School Baseball field, as requested by Mr. Doug Boswell.

 

The Board went on record endorsing the water/sewer project for Baker, which will serve the East Hardy Schools.

 

Action on the School Calendar for 2008-2009 was postposed based on further review by the calendar committee.

Mission Statement Accomplishments:

 

Mr. Ray Funkhouser thanked Dr. Hough for his work and support of Hardy County.  He reported that his grandson, a graduate of Hardy County, was recently accepted into Law School.

 

Mr. Kenneth Pack noted the efforts to address staffing and appreciated the positive RESA report.

 

Mr. Max Park reported on the success of Moorefield and East Hardy Bands at the regional competition.  They did an excellent job.

 

Mr. Rick Perkins congratulated Mr. Funkhouser for his recognition and dedication to the school system and community.

 

Mrs. Margaret Shriver recognized and congratulated the outstanding number of students who were awarded the Promise Scholarship.

 

Mrs. Sharon Hammer reported on the recent visit to Moorefield High School with regional administrators and how impressed they were with the work of students, teachers and the outstanding availability and use of technology.

 

Ms. Barbara Whitecotton thanked the Principals for their addressing of personnel needs and noted the work of Mrs. Charlotte Hill, Moorefield High School, for her use of technology – a 21st Century Classroom.

 

Mr. Ronald Whetzel noted the Art Show at the public library on Saturday and also urged everyone to attend the Pre-View at the new Moorefield Intermediate School on April 19, 2008 at 10:00 a.m.

 

 

The next meeting of the Hardy County Board of Education is scheduled for 7:00 p.m. at the Hardy County Board of Education Offices on April 28, 2008.  The meeting will include the Budget Hearings.
