SUMMARY

 

Presentations:

 

«          LSIC Presentations:  Moorefield Elementary School, Moorefield Middle School and Moorefield High School, made their annual reports.  Information included an update on the schools progress in meeting the objectives of their five year plan, AYP status and educational activities.  Additional requests were submitted in writing.  The Board commended them for their work and success.

 

Financial Update:

 

«          Mrs. Veeta Burgess presented the Treasurers Report for February 2008, the Bank Reconciliation for February 2008 and the Check Registry.

«          Mr. Ronald Whetzel presented information on SB4588 regarding changes to the state funding formula.  The Bill provides changes to address the loss of funding experienced by Hardy County Schools due to reduction in numbers of special education students.  The increase in funding will be phased in over the next five years.

«          Fiscal condition of the county was addressed.  Current status, as based on the available budget information, projects as estimated $6000,000 deficit – due primarily to numbers of individuals over formula in both professional and service, in addition to the $300,000 deficit carried over from last year.

«          Preliminary budget figures that were prepared had to be changed, due to actions of WV Legislature as a result of changes in the funding formula allocations.  The preliminary budget will be revised and presented at the next regular Board meeting.

«          Proposed Levy Rates – Mr. Whetzel introduced the proposed Levy rate established by law for approval.

 

New Business:

 

«          Presentation on Vocational Education Programs – Mr. Jerry Yates, Farm Manager, Reymann Memorial Farms, presented a power point presentation on the value of vocational education in the schools.

 

«          MMS School Climate Positives – Mr. Roy Harper, Faculty Senate President, presented a number of positive accomplishments of the school and the contributions of numerous personnel.

 

«          Legislative update – Budget Issues – Mr. Brad Simmons and Ms. J.J. Butts, HCEA presentation, presented an update on various actions by the WV Legislature and the status of the proposed changes to retirement options.  Also addressed, were on going budget and personnel concerns.

 

«          Student Transfer requests – A student transfer was approved by the Board

 

Public Comments:

 

«          Mr. Larry Salyers addressed needs for personnel cuts and should include central office staff and assistant school administrative staff.

 

«          Mr. John Zarraco addressed the Board regarding the early dismissal/emergency form at EHEMS.

 

«          Mr. Lucas Smith, a student at Moorefield Middle School, presented a signed request to not reduce staffing at Moorefield Middle School.

 

«          Mrs. Donna Bodkin addressed the Board with regard to her potential RIF and how much she has enjoyed working at Moorefield Middle School.

 

«          Mrs. Daisy Funkhouser addressed the Board regarding administrative support for EHEMS, organization of the school and an overview of Board expenditures.

 

Mission Statement Accomplishments:

 

«          Mr. Ray Funkhouser commented on the quality of the LSIC presentations and the work that is being done by their organization.  And make note of the interest for our school system shown by all the people attending the meeting.

 

«          Mr. Max Park commended the work of students and their engagement in reading that has shown through the success of the Accelerated Reader programs.

 

«          Mr. Rick Perkins would like to recognize Mr. Roy Harper for his work and the benefit to students.

 

«          Mrs. Margaret Shriver thanked the LSIC committees for their work.

 

«          Mr. Kenneth Pack recognized students Molly Look and Sara Staley for their trip to Washington D.C., as a result of a paper they wrote regarding coming back to Hardy County.  Thanked Mrs. Cassandra Hall for her work on raising funds to purchase lunches for the Regional Math Competition.

 

«          Mrs. Sharon Hammer recognized Cameron Mallow, MHS, for first place in the regional science fair.

 

«          Ms. Barbara Whitecotton noted appreciation to Mr. Jerry Yates for his comments regarding the value of Career and Technical Education.

 

«          Mr. Ronald Whetzel noted the recognition of EHEMS, MES and MMS and Nurses Peggi Wright and Judith Hedrick for their continuing participation in the WV Cardiac Project.

«          Doug Boswell – Physical Education Teacher – Moorefield Elementary School/Moorefield Intermediate School.  Grades K-5, 2008-2009 school term, transferred at his request.

«          Linda VanHorn – Intermediate Special Education Teacher – Moorefield Intermediate School – Grades 3-5, MI/LD/.BD, 2008-2009 school year, transferred at her request.

«          Cindy Taylor – Cafeteria Manager/Cook III – Moorefield Intermediate School, transfer effective at the opening of the MIS building, expected opening date Fall/Winter of the 2008-2009 school year, 202 days for this year, and 205 days thereafter, transferred at her request.

«          Patty Baker – Cook III – Moorefield Intermediate School, transfer effective at the opening of the MIS building, expected opening date Fall/Winter of the 2008-2009 school year, normally a 200 day employment term or for the remainder of the 2008-2009 school year, and 200 days thereafter, transferred at her request.

«          Sandra Ratliff – Cook II – Moorefield Intermediate School, transfer effective at the opening of the MIS building, expected opening date Fall/Winter of the 2008-2009 school year, normally a 200 day employment term or for the remainder of the 2008-2009 school year, and 200 days thereafter, transferred at her request.

«          Frances Sherman – Custodian IV – Moorefield Intermediate School, transfer effective at the opening of the MIS building, expected opening date Fall/Winter of the 2008-2009 school year, normally a 240 day employment term, or for the remainder of the 2008-2009 school year, and 240 days thereafter, transferred at her request.

«          K. Adam Kuykendall – Bus Operator – Special Education run to meet a bus at Mill Creek Ruritan Club, a portion of Rt. 220 North, Reynolds Gapp Road with minor extensions and/or deletions, transferred at his request, effective March 19, 2008.

«          Keith Smith – Substitute Bus Operator, effective March 18. 2008.

«          Tamara Davy – Substitute Teacher, effective date when contract are signed and returned.

 

Resignations:

«          Laura Wilson – Substitute Teacher, effective June 12, 2008

«          James Allen – Substitute Teacher, effective March 18, 2008

 

Postings:

Professional Educators for the New Moorefield Intermediate School, 2008-2009 school  year, preference has been voted and will be given to those teachers currently serving the students in Grades 3, 4 and 5 at the affected schools:

«          Music Teacher – Moorefield Elementary School/Moorefield Intermediate School, Grades K-5.  Certified in content area and grade level.

«          Art Teacher – Moorefield Middle School/Moorefield Intermediate School, Grades 3-5.  Certified in content area and grade level.

 

Service Personnel for the 2008-2009 school year, the following position transfers are effective at the opening of the new Moorefield Intermediate School building slated for opening for late Fall or early Winter.  The positions vacated by employees assuming positions at the new school at its’ building openings:

«          Custodian IV – Moorefield Middle School – 7:00 a.m. to 3:00 p.m. shift, 240 day employment term, or the resumption of the contract at the transfer effective on the opening of the MIS building. 

«          Cook II – East Hardy Early Middle School – 200 day employment term, or the resumption of the contract which ends at the close of the school year.  Transfer effective on the opening of the MIS building.

«          Instructional Aide – Moorefield Intermediate School, Special Education students for the 2008-2009 school year, transfer assigned to the school principal at the beginning of the school term.

«          Instructional Aide/Sign Language Specialist – Moorefield Intermediate School for the 2008-2009 school year, assigned to the school principal, transfer at the beginning of the school term.

 

Postings:

«          School Bus Operator – Branch Mountain, State Park Road to Mathias, portion of Rt. 259 to Shoemaker Hollow, Lost City with minor deletions and extensions either way, effective immediately upon hire and return of contracts. 

«          After School Migrant Program – Up to five teaching positions in the Moorefield Schools at $20.00 per hour for the five weeks in the current school year pending receipt of funding from the WVDE.  Must be certified in appropriate grade levels and have at least 3 years teaching experience.  It will be a 1 ½ hours day, 3 days per week with 1 hour per week planning.
