There
are six schools located in Hardy County. These
include East Hardy Early/Middle School, East Hardy High School, Moorefield Elementary School, Moorefield High
School, and Moorefield Middle School.
Governing Board
Hardy County Schools is governed by a 5 member board. Its five members are made up of citizens elected by the voters of Hardy County. The County Superintendent is elected by the Board. Board members serve overlapping terms of four years, with no more than three members elected at any one election. No more than three members may represent any one district within the county.

Branch Vocational Technical Center
The
South Branch Vocational Technical Center (SBVTC) is located in Petersburg, WV
and was established in 1970. It
provides a choice of 10 educational courses to both high school and adult
students. Over 300 students from
Moorefield High School, Pendleton County High School, Petersburg High School,
and Union Educational Complex attend this center daily.

Mineral
County Vocational Technical Center is located in Keyser, WV.
This center offers several classes in Business/Marketing,
Engineering/Technology, Health, Public/Human Services, and Science/Natural
Resources.
Adult
Basic Learning
Center of Hampshire High School
The
Adult Basic Learning Center of Hampshire High School is located on the Hampshire
High School campus in Romney, WV. Classes
are in session from 8:30am to 3:30pm Monday through Friday.
Night classes are also held in Romney and Capon Bridge, WV.
Classes in preparation for the GED, job seeking skills using Work SCANS,
learning computer literacy, typing skills, and preparing for the Entrance and
Advancement Test are held at the center.

Education Service Agency VIII (RESA VIII)
RESA VIII operates under the policies and leadership of the West Virginia Board of Education and the RESA VIII Board of Directors to provide improved educational opportunities for the students of the West Virginia Schools for the Deaf and the Blind and the counties of Berkeley, Grant, Hampshire, Hardy, Jefferson, Mineral, Morgan, and Pendleton. RESAs were created in 1972 by the West Virginia Legislature when they enacted Section 26, Article 2, Chapter 18 of the West Virginia Code

Based Organizations:
Potomac
Highlands Support Services (PHSS) is a local government entity established in
1972 as the human services division of the Region VIII Planning and Development
Council (PDC). It receives federal
and state funding to operate a variety of community service programs all of
which include information resources and referral, program oversight and
coordination, planning and linkage, the provision of training and technical
assistance, and managing a waiting list.
The
Council is comprised of twenty-eight (28) members representing public and
private sector, including local municipality government, county commissions and
local business. PHSS currently
operates programs in Berkely, Barbour, Doddridge, Grant, Hardy, Harrison,
Hampshire, Jefferson, Lewis, Mineral, Morgan, Pendleton, Preston, Randolph,
Taylor, Tucker, and Upshur Counties.
Welfare
to Work - Funding from the
Bureau of Employment Programs. Provides
training and supportive services to transition hard to serve TANF recipients
into full time sustainable employment. Provides
job placement and job retention assistance, intensive counseling and barrier
resolution.
WV
WHEELS to Work - Funding
of Department of Health and
Human Resources. A lease to own
vehicle program providing eligible TANF and eligible former TANF recipients with
a vehicle solving barriers to obtaining and retaining employment.
Provides supportive services and education regarding vehicle ownership,
operation and maintenance.
Foster
Grandparent Program - Funding
from the National Corporation for Community Service. Provides placement of income eligible older persons in
facilities providing services to children with disabilities or special needs.
Senior
Community Service Employment Program - Funding
from US Department of Labor and administered by the National Council on Aging.
Provides employment and training for age 55 and over.
Includes job placement and resource development services.

West Virginia Division of Rehabilitation Services (DRS) is
working to enhance the complete community integration and participation of
people with disabilities through a variety of services.
They serve the whole state of West Virginia; the two offices serving in
Eastern's district are located in Keyser and Ronmey. Services provided are as follows:

joint venture of DRS and West Virginia University in Morgantown, the Center is
dedicated to finding new and better ways of serving individuals with

WV Society for the Blind and Severely Disabled, Inc. operates vending facilities

and Employer Services - This
program provides disability management, wellness, job modification, rehabilitation engineering and other services to
West Virginia employers to enhance placement and retention of workers with
disabilities.
Disability
Determination Section program (DDS) - The
DDS program operates under an agreement with the federal Social Security
Administration. The unit determines
the claims for disability insurance benefits and supplemental security income
payments.

Eastern
Regional Family Resource Network, Inc. (ERFRN)
The
ERFRN's ongoing mission is developing solutions to meet the needs of children,
youth, and families in the counties of Grant, Hampshire, Hardy and Pendleton. The vision of the ERFRN is to evolve into the agency that
both consumers and providers of social services look to first.
For the provider, the ERFRN shall be the agency that can best assist them
in the development of services that best meet the needs of their constituencies.
For the consumer, the ERFRN shall become the agency that can best assist
him or her in locating the services or agency which can best fulfill the
consumer's needs, whether those needs be social, psychological, economical or
educational.

Eastern
West Virginia Community Action Agency, Inc. (EWVCAA)
EWVCAA
began as a new War on Poverty funded Community Action Agency in June 1968.
The current agency was created to replace a similar agency that lost
Federal funding. EWVCAA currently
operates the following self-sustaining programs:

Emergency Management Assistance - The
Emergency Food and Shelter Program is a restricted
Community
Service Block Grant (CSBG) - CSBG
funding is essential to Community Action Operations. It is the baseline funding received by all CAA's funded by
the US Department of Health and Human Resources through the Governor's Cabinet
on Children and Families, Office of Economic Opportunity.
CSBG funds are used to respond to identified needs that are not met by
other programs in the community. CSBG
funds are used to provide the core units or administrative units that then
administers the funds from other funding sources.
The
National School Lunch and School Breakfast Program - This
program ensures that children

- The Weatherization Program
is designed to weatherize dwellings for the elderly,

Valley Electric
- Funds are provided through their cooperative and sent to EWVCAA during
Weatherization
Residential Assistance Program - Designed
to provide assistance to low-income residential customers of Allegheny Power
Company. This program supplements
the local community based programs to maximize energy savings and minimize the
electric heating cost impact to low-income customers.
Community
Housing Development Organization (CHDO) - EWVCAA
is considered CHDO due to our collaborative work with Habitat for Humanity in
Pendleton County, to develop
infrastructure to promote the development of affordable housing.
Housing
- The Housing Program
is operated under three service categories, Division of Rehabilitation and New
Home Construction. The major EWVCAA
goal for this program is to assist families who have severe housing needs secure
safe, secure and affordable housing.
School
Day Plus - EWVCAA
serves as fiscal agent for this program but does not coordinate or deliver
Professional
Clothing Closet
- This program is operated by in kind donations of clothing to the agency.
The agency maintains a professional clothing closet in Mineral County to
assist persons in need of clothing for work.
The closet is open to all persons.
Salvation
Army Funds Collection and
Distribution - EWVCAA collects and administers the Salvation Army program in
Hardy and Grant Counties and works with the Salvation Army in our other service
counties.
