There are six schools located in Hardy County.  These include East Hardy Early/Middle School, East Hardy High School, Moorefield Elementary School, Moorefield High School, and Moorefield Middle School.

Governing Board

Hardy County Schools is governed by a 5 member board. Its five members are made up of citizens elected by the voters of Hardy County.  The County Superintendent is elected by the Board.  Board members serve overlapping terms of four years, with no more than three members elected at any one election.  No more than three members may represent any one district within the county.

South Branch Vocational Technical Center

The South Branch Vocational Technical Center (SBVTC) is located in Petersburg, WV and was established in 1970.  It provides a choice of 10 educational courses to both high school and adult students.  Over 300 students from Moorefield High School, Pendleton County High School, Petersburg High School, and Union Educational Complex attend this center daily.

 

Mineral County Vocational Technical Center

Mineral County Vocational Technical Center is located in Keyser, WV.  This center offers several classes in Business/Marketing, Engineering/Technology, Health, Public/Human Services, and Science/Natural Resources.

 

Adult Basic Learning Center of Hampshire High School

The Adult Basic Learning Center of Hampshire High School is located on the Hampshire High School campus in Romney, WV.  Classes are in session from 8:30am to 3:30pm Monday through Friday.  Night classes are also held in Romney and Capon Bridge, WV.  Classes in preparation for the GED, job seeking skills using Work SCANS, learning computer literacy, typing skills, and preparing for the Entrance and Advancement Test are held at the center.

 

Human Resources Development Foundation (HRDF)

The HRDF operates a Comprehensive Employment Program (CEP) rural West Virginia.  Participants are provided work experience, job readiness, mentoring, occupational skills, apprenticeship training, enhanced supportive services.  New programs were created to fill the gaps in the current employment, social service, and training systems including in-depth assessment and case management, and recruitment efforts to reach noncustodial parents.

 

Regional Education Service Agency VIII (RESA VIII)

 RESA VIII operates under the policies and leadership of the West Virginia Board of Education and the RESA VIII Board of Directors to provide improved educational opportunities for the students of the West Virginia Schools for the Deaf and the Blind and the counties of Berkeley, Grant, Hampshire, Hardy, Jefferson, Mineral, Morgan, and Pendleton.  RESAs were created in 1972 by the West Virginia Legislature when they enacted Section 26, Article 2, Chapter 18 of the West Virginia Code

Community Based Organizations:

Potomac Highlands Support Services (PHSS) is a local government entity established in 1972 as the human services division of the Region VIII Planning and Development Council (PDC).  It receives federal and state funding to operate a variety of community service programs all of which include information resources and referral, program oversight and coordination, planning and linkage, the provision of training and technical assistance, and managing a waiting list.

The Council is comprised of twenty-eight (28) members representing public and private sector, including local municipality government, county commissions and local business.  PHSS currently operates programs in Berkely, Barbour, Doddridge, Grant, Hardy, Harrison, Hampshire, Jefferson, Lewis, Mineral, Morgan, Pendleton, Preston, Randolph, Taylor, Tucker, and Upshur Counties.

Welfare to Work - Funding from the Bureau of Employment Programs.  Provides training and supportive services to transition hard to serve TANF recipients into full time sustainable employment.  Provides job placement and job retention assistance, intensive counseling and barrier resolution.

WV WHEELS to Work - Funding of Department of Health and Human Resources.  A lease to own vehicle program providing eligible TANF and eligible former TANF recipients with a vehicle solving barriers to obtaining and retaining employment.  Provides supportive services and education regarding vehicle ownership, operation and maintenance.

Foster Grandparent Program - Funding from the National Corporation for Community Service.  Provides placement of income eligible older persons in facilities providing services to children with disabilities or special needs.

Senior Community Service Employment Program - Funding from US Department of Labor and administered by the National Council on Aging.  Provides employment and training for age 55 and over.  Includes job placement and resource development services.

  Area Agency on Aging - Funding administered by the National Association on Aging.  Provides Title IIIB-Social Services, Title IIIC-Nutrition, Title IIID, Health Benefits Counseling, Senior Support Services, and SHINE.  These programs require overall planning of services, guidance and technical assistance to program operators, and program monitoring and evaluation for compliance.

Title IX Medicaid Waiver - Funding administered by DHHR.  Provides case management, linking services for clients, program monitoring, evaluation and documentation for the elderly and disabled.

 Housing - WV Housing Development Fund-New Home and Home Repair Programs, Farmers Home Administration-Rural Housing Preservation.  Transitional housing for homeless veterans.

Family Caring Network - Benefits assessment and care planning for long-term care insurance.

Work/Family Elder Care - National information, counseling and referral program for any and all service required by a West Virginia resident.

In-Service Training - Provides continuing education for Homemaker Home Health Aides to insure compliance with regulatory factions, to increase and maintain skills, and to upgrade community resource information.

Social Work Licensure Continuing Education Provider - PHSS is a recognized provider of continuing educational hours required by the state for social workers to maintain licenses.

Nursing Continuing Education Provider - PHSS is a recognized provider of continuing educational hours required by the state for nurses to maintain licenses.

  West Virginia Department of Education and the Arts Division of Rehabilitation Services

The West Virginia Division of Rehabilitation Services (DRS) is working to enhance the complete community integration and participation of people with disabilities through a variety of services.  They serve the whole state of West Virginia; the two offices serving in Eastern's district are located in Keyser and Ronmey.  Services provided are as follows:

West Virginia Rehabilitation Center in Institute - Physical Restoration, Vocational Evaluation, Personal Adjustment, Vocational-Technical Training Developmental Education, Driver Education, Admissions/Counseling and Career Development.

The Center is accredited by the Commission on Accreditation of Rehabilitation Facilities, the North Central Association of Colleges and Schools, and Medicare/Medicaid as a Certified Rehabilitation Hospital.

 Independent Living Services - Helps those too severely disabled to be placed in competitive employment to become as independent as possible in non-work settings thereby maximizing their potential for fulfilling lives.

Vocational Services - Vocational Services fall into four main categories: Evaluation, Counseling and Guidance, Physical Restoration and Vocational Training, which can range from remedial education to college training and job placement.

Cooperative School Program - An agreement between DRS and local boards of education, which ensures that students with disabilities are afforded all the rights, law entitles them to.

Supported Employment Services - An ongoing process that helps ensure that individuals with the most severe disabilities not only obtain, but also are successful in competitive employment.

Community Sheltered Workshops - These facilities provide evaluation, training and placement services to rehabilitation clients and other individuals with disabilities.

Registration and Referral - For people who have sustained head or cord injuries.  DRS also operate a telephone hotline for visually impaired individuals and other people with disabilities to inform them of available services.

Advocacy and Consumerism - Providing special information to public and private groups about rehabilitation services.

Research and Training Center - A joint venture of DRS and West Virginia University in Morgantown, the Center is dedicated to finding new and better ways of serving individuals with disabilities as well as updating training for rehabilitation personnel.

  Attendant Care - Program designed to provide cash assistance to workers with disabilities who require an assistant in order to function independently in society.

Vending Facilities - The WV Society for the Blind and Severely Disabled, Inc. operates vending facilities and cafeterias around the state in public buildings and at interstate rest stops.

Employee and Employer Services - This program provides disability management, wellness, job modification, rehabilitation engineering and other services to West Virginia employers to enhance placement and retention of workers with disabilities.

Disability Determination Section program (DDS) - The DDS program operates under an agreement with the federal Social Security Administration.  The unit determines the claims for disability insurance benefits and supplemental security income payments.

  Eastern Regional Family Resource Network, Inc. (ERFRN)

The ERFRN's ongoing mission is developing solutions to meet the needs of children, youth, and families in the counties of Grant, Hampshire, Hardy and Pendleton.  The vision of the ERFRN is to evolve into the agency that both consumers and providers of social services look to first.  For the provider, the ERFRN shall be the agency that can best assist them in the development of services that best meet the needs of their constituencies.  For the consumer, the ERFRN shall become the agency that can best assist him or her in locating the services or agency which can best fulfill the consumer's needs, whether those needs be social, psychological, economical or educational.

  Mineral County Family Resource Network

Eastern West Virginia Community Action Agency, Inc. (EWVCAA)

EWVCAA began as a new War on Poverty funded Community Action Agency in June 1968.  The current agency was created to replace a similar agency that lost Federal funding.  EWVCAA currently operates the following self-sustaining programs:

 Federal Emergency Management Assistance - The Emergency Food and Shelter Program is a restricted federal grant that provides funds for food, meals, shelter, rent/mortgage assistance and utility assistance.

Community Service Block Grant (CSBG) - CSBG funding is essential to Community Action Operations.  It is the baseline funding received by all CAA's funded by the US Department of Health and Human Resources through the Governor's Cabinet on Children and Families, Office of Economic Opportunity.  CSBG funds are used to respond to identified needs that are not met by other programs in the community.  CSBG funds are used to provide the core units or administrative units that then administers the funds from other funding sources.

The National School Lunch and School Breakfast Program - This program ensures that children receive high quality meals throughout the summer that they receive during the school year.

Weatherization - The Weatherization Program is designed to weatherize dwellings for the elderly, physically challenged, and low-income persons.

Shenandoah Valley Electric - Funds are provided through their cooperative and sent to EWVCAA during the heating season.  A maximum amount of $50.00 per family is mandated.

Weatherization Residential Assistance Program - Designed to provide assistance to low-income residential customers of Allegheny Power Company.  This program supplements the local community based programs to maximize energy savings and minimize the electric heating cost impact to low-income customers.

Community Housing Development Organization (CHDO) - EWVCAA is considered CHDO due to our collaborative work with Habitat for Humanity in Pendleton County, to develop infrastructure to promote the development of affordable housing.

Housing - The Housing Program is operated under three service categories, Division of Rehabilitation and New Home Construction.  The major EWVCAA goal for this program is to assist families who have severe housing needs secure safe, secure and affordable housing.

School Day Plus - EWVCAA serves as fiscal agent for this program but does not coordinate or deliver services.

Professional Clothing Closet - This program is operated by in kind donations of clothing to the agency.  The agency maintains a professional clothing closet in Mineral County to assist persons in need of clothing for work.  The closet is open to all persons.

Salvation Army Funds Collection and Distribution - EWVCAA collects and administers the Salvation Army program in Hardy and Grant Counties and works with the Salvation Army in our other service counties.
