Loy is a life-long resident of Hardy County and is in his first term of service on the Board of Education.  Loy is a graduate of Moorefield High School and former Director of Maintenance for Hardy County Schools for 15 years.  He is a Master Electrician, Master Plumber, HVAC installer and repairer and a WV Contractor.  His wife is Paula Leatherman Kesner and he is the father of three children, Sheena, Lori and L.J.  Loy is the owner of Pandhandle Technologies.  He is also the Board representative on the South Branch Career and Technical Center Board.
